... like a public official exploiting a statute to over-burden other public officials.
I use CORA a bit but wouldn't (and I'm not yet licensed) think to use it for basic discovery or as a primary weapon in discovery for hearings. Seems like an attempt to skirt the opposing counsel's objections.
