Why hasn't Colorado applied for stimulus funds from the Dept of Ed?

To be fair we're not alone on this, only 21 states have applied for Federal stimulus funds from the U.S. Department of Education, but I'm still curious as to why we haven't applied. Federal dollars come with a myriad of stipulations just to qualify, perhaps we don't meet certain standards? I know that when the JBC and governor were shaping the budget protecting our ability to secure Federal dollars (both stimulus and traditional funding streams) was a top priority.
