This is an issue I actually have some intimate knowledge of and to me the numbers just don't make sense for the state.
These studios are asking for a guaranteed rebate on all of their expenses. When the movie ends they expect the state to cut them a check for a percentage of their total in-state expenditures. It's really bizarre and no other industry I've ever dealt with works like this.
I'm not sure how a state with the funding and revenue issues that we have can responsibly engage the movie industry on this. The state is being asked to guarantee a very significant out-lay and I think our priorities need to be elsewhere. Yes, I understand there are issues of investment to consider and potential returns to weigh but the structure of these deals turns me off.
I think Doug Bruce is an odious man who represents all that is unholy but when he's right, he's right.
